URL encoding converts reserved characters like & and ? into % sequences so they survive transport in links. Base64 represents arbitrary bytes as plain ASCII text — the standard trick for embedding images in CSS or tokens in headers.
Whenever user input or data containing characters like spaces, ampersands, or question marks goes into a URL's query string. Unencoded, those characters break the URL's structure.
